5549fddae5 Touch control layout screen: Resize the game image to fit the editing surface
Makes it easier to place controls properly.

Note, if you have disabled "Transparent UI background" in settings, this
won't do much.

This is a long-requested feature: #16228

ca7268a64d Use a separate file for the "Failed GPU backends" on all platforms.
This avoids saving config to clear it during startup.

59a56d66c7 Add a "reason" argument to sleep_ms().
sleep_ms() should generally be avoided when possible. This can be used to try
to track down unnecessary sleeps by adding some logging.

This commit on its own doesn't actually add any logging.

Logging API change (refactor) (#19324)
* Rename LogType to Log

* Explicitly use the Log:: enum when logging. Allows for autocomplete when editing.

* Mac/ARM64 buildfix

* Do the same with the hle result log macros

* Rename the log names to mixed case while at it.
