a23c9e6a41 GPU: Preconvert light vecs to Vec3f.

a42d3834f2 Build: Remove "fake" vertex decoder jit.
We don't really need this.  Just replace it with a stub that always fails
to generate a vertex decoder.

d010f07529 GPU: Ignore replacements for framebufs.
Since these don't specify the texture hash/etc. info.
