01edd695c8 UI: Fix refocus on no control change.
There's no reason to refresh, and since the views are different without
PersistData being called, it breaks the focus.

Refreshing now handled via the generation value.

6378cb1693 UI: Fix focus persistence in control mapping.
Trying to reset focus from the parent was just complicating things.
We persist the focus state when recreating views.

0e3a84b4a8 Move most GPU things to Common.
It works after the move, on Windows and Android at least.

Deletes the D3DX9 shader compiler loader, which was not used.

5009698cc0 Core: Use a shared_ptr for i18n categories.
This does not make them thread safe, but it reduces the chances of a crash
a bit (see #12594.)

6bc596d3a7 Windows: Hide accelerators when they are disabled.
Currently, mapping something to load state / save state / etc. causes the
default accelerators to become disabled.  In this case, it can be
confusing when the menu still shows them.

Fixes #11395.
