This retains the logger, avoids an annoying window open/close, and most

Windows: Make UI update significantly cheaper.
Setting menu strings, reloading shaders, and redrawing the menu were all
a bit slow. This skips those things unless they've changed.

Disable Take Screenshot while not in game.

Windows: Remove two fairly useless shortcuts. The rendering mode one was really dangerous, and mapped to F5 which is very easy to accidentally hit when loading save states.
