Logging API change (refactor) ( #19324 )

* Rename LogType to Log
* Explicitly use the Log:: enum when logging. Allows for autocomplete when editing.
* Mac/ARM64 buildfix
* Do the same with the hle result log macros

Leave free space for alignment "holes" in mem.
...
This allows other, small allocates to fit in these spaces, which happens
in some games (like Gods Eater Burst.)

This was causing sceKernelMaxFreeMemSize() to report a size that wasn't
