These turned out to be unexpectedly expensive, so cache the value and
also try to check it a bit less.

c2c7933393 Backend change from Win32 menu: Add quick workaround for instance counter misbehavior.

dfe187df1e Allow disabling HTTPS through the config file 
Simply set:

[General]
DisableHTTPS = True
```

ee6234ecb6 I18N: Switch to getting categories by index instead of by string lookup 
Also gets rid of the shared_ptr usage, and generally makes things nicer.

Needed for later config refactorings, good to get in early.
