71eeeedd75 busybox: remove /var/run/utmp from tmpfiles.d 
/run/utmp is already in systemd's default config, with proper flags
(boot only) and permissions, and /var/run is a symlink to /run as
per systemd standard so we don't need to list /var/run/utmp in
busybox's tmpfiles list.

This also removes these systemd boot warnings
  Line references path below legacy directory /var/run/
  Duplicate line for path "/run/utmp", ignoring.

dac5caa67c initramfs: write /dev/.flash_netboot if /flash is a remote filesystem 
The init script currently touches a file at /dev/.storage_netboot if
/storage is a remote filesystem, so that scripts that run after the root
filesystem has been switched can behave differently depending on whether
/storage is mounted locally or remotely. Add similar functionality for
/flash by touching /dev/.flash_netboot if it is a remote filesystem.

buildsystem: add BUILD_FLAG support 
- replace strip_lto/strip_gold (only allowed to disable)
- add flag for PIC feature
- add flag to stop build parallel
- add support for hardening option (initial copy from debian 9)

All build parameters, are added in setup_toolchain.
`PKG_[FLAG]_[HOST/TARGET]_ENABLED` variable is introduced for checking the flag (yes/no) in the package.mk
