linux: restore raspberrypi linux patches (#1714) 
- put Lakka raspberry pi packages into the upstream raspberrypi directory to make future upstream rebasing/merging easier
 - rename ".backup patches" to ".backup_patches" to stop error messages during build

bc34b46cb2 linux: fix toolchain dependency 
Toolchain represents compiler for rootfs, but it's not necessarly the
same as kernel toolchain. Add this dependency only if we are not doing
split build.

4ced62d585 linux: gzip 64bit kernels on RPi 
RPi firmware since around September 2020 is able to decompress
gzipped kernels prior to handing over control. Arm64 kernels do not
do self-decompression, so use the firmware's capability.

8ab0652af8 Generate and use temporary IPv6 addresses 
Temporary addresses are privacy-preserving for outgoing traffic, as they
don't disclose the MAC address.
See also https://blog.apnic.net/2022/06/10/iot-devices-endanger-ipv6-privacy/

The MAC-derived IPv6 stays, so clients (e.g. IP-based remotes) have a
permanent IPv6 as before.
Servers, including local ones, will see changing IPv6 addresses when
contacted by LibreELEC. Users who don't like this may revert this
setting.
