Added new BUILD_BOSCONIAN switch to build a version that has faster bankswitching at the expense of memory fetches. It's a 10% slowdown for most games (not noticeable on a DSi where there's plenty of head-room) but renders games like Bosconian playable even with the very high bankswitching rate.

First pass cleanup of sound. Still can't get the noise glitches out of WoW and Blueprint but managed to at least kill those sounds so the game is playable with most sounds in-tact.
