routine. That allows people to either adjust compression parameters
or scratchpad size.
Having a similar check during build time would be nice.

- support decompression in the lar loader
- support compressed payloads in stage1
(copies payloads to 0x60000 unconditionally)
- hook up decompressors in Makefile
- disable compression for option_table and initram
