soc/intel/skylake: Define IFD_CHIPSET

This change defines IFD_CHIPSET as sklkbl to allow ifdtool to set the
right access control bits for SKL/KBL platforms.

TEST=Verified that the access control bits on KBL platforms are set correctly.
